Summary:

Most used set:

Out of the very few options, the "Hydration abuse" moveset is the most used. The set abuses it's biggest and only advantage over other Bulky Waters, Hydration.

Usual Counters:

Poliwrath is the best counter, having a Water immunity and a STAB super effective move to hit Dewgong hard. Lanturn is on the same boat as Poliwrath, altough Dewgong can survive a Thunderbolt. Basically, to counter Dewgong, you will need a Bulky Water that has a move that hits Dewgong for at least neutral damage.

Types of Teams Dewgong Is Used In:

Because Dewgong relies on rain to be effective, expect to see him in some NU Rain Dance teams.

Hydration Abuse @ Damp Rock / Leftovers
Ability: Hydration
EVs: 252HP, 252SDef, 4Def
Nature: Calm (+SDef, -Atk)

- Toxic / Ice Beam

This set abuses Dewgong's one and only advantage over Walrein in Hydration. This great ability heals all the status, including Sleep, when it's raining. Rain Dance doesn't help Dewgong only in this, though. It boosts the power of Surf by 1.5, and can make Dewgong a good team supporter. Rest will heal off all the damage, and in Hydration, the Sleep side effect won't be a problem. Surf is a reliable STAB move. It also benefits from rain. Toxic is the primary option, because Dewgong is a great staller with Hydration Rest. Ice Beam is useful, too, and makes Dewgong more of a tank than staller. Ice + Water also provide nice coverage.

This moveset makes Dewgong a brilliant team player. Having problems with Lanturn? Encore the Thunderbolt (it doesn't KO Dewgong), and switch to Dugtrio! Or, you can Encore a stat boosting move from Poliwrath, and switch to a counter! You can also Encore various other moves, and allow your own sweepers to set up. Rain Dance and Rest make Dewgong stay long on the battlefield, so the strategy can be employed more than once.



Other Options:

You can make Dewgong physical by switching the EVs and Nature, then giving it Waterfall and Avalanche. It also learns Ice Shard and Aqua Jet, which can prove helpful sometime. Signal Beam is an option if your team is extremely weak to Psychic and Dark types. Dewgong also has access to Perish Song, which is a rather interesting option with HydroRest. Never use Thick Fat over Hydration, or you will lose its only advantage over Walrein.



Opinion

Dewgong is a rather interesting Pokemon. All of its stats except Special Defense are average, although HydroRest can let it stay on the field for long. It can be a great rain supporter in NU, but don't expect it to be too useful in OU.

Dewgong is Beautiful! Don't forget the potential for a Body Slam/Waterfall/Headbutt/Iron Head Paraflinch-style set.

Aqua Ring is an option over Toxic if you have Toxic Spikes support.
