Qwilfish, the ever so deadly Spiky Fish pokemon, whether its supporting teammates or pounding hard with hard hitting STABS, he can do it all. Qwilfish is definitely the most legendary pokemon in the world.

Set 1.
SD Fish
Qwilfish @ Life Orb
Ability: Swift Swim
EVs: 4 HP / 252 Atk / 252 Spe
Nature: Adamant/Jolly
Moveset:

Thunder Wave / Explosion
Waterfall
Qwilfish acts as a slightly less powerful but slightly speedier faster of Kabutops. Throw Thunder Waves around early on fast, hard hitting pokemon who may stand in the way of your Sweep, if your team is running Rain Dance then Thunder Wave isnt necessary, instead replace it with Explosion so this set almost guarantees at least one kill.
Waterfall is used for its main STAB while Poison Jab hits other waters and Grass types. Swords Dance when predicting opponents switch as Qwilfish cant live to many hits.

Ability: Swift Swim
EVs: 4 HP / 252 Atk / 252 Spe

This set turns Qwilfish into a very solid UU Rain Dance team lead. Focus Sash guarantees Rain Dance to be set up whilst Damp Rock prolongs the weather.
Once Rain Dance is set up Qwilfish will attempt a sweep of its own using Waterfall as its key STAB.
Poison Jab helps Qwilfishs attempt of a sweep although Taunt can stop other opponents from throwing dangerous status ailments or setting up Subs which will hinder the effectiveness of your next Pokemons sweep. If something gets in Qwilfishs way blow up in its face so your secondary Rain Dance sweeper can come into the arena unharmed and proceed with sweeping.

Ability: Swift Swim / Poison Point
EVs: 252 Hp / 252 Atk / 6 Spe

Qwilfish surprisingly is a very capable Spiker even with its low defenses, as the four key spinners in UU all have trouble doing anything about it. Claydol, Sandslash and Torkoal are all weak to Waterfall while Blastoise cant really do anything to Qwilfish and will eventually get worn down by an array of Poison Jabs.
Alternatively from Poison Jab you can use Thunder Wave as further team support. Qwilfish can always Explode when it is not required anymore. If you reveal Destiny Bond early however it can gain you some more layers of spikes as the opponent may switch in fear of Destiny Bond.

Something Fishy

Choice Band Qwilfish on a team that runs a lot of Rain Dance support can actually be quite devastating towards your team. Accuracy can be given up for power in Aqua Tail as you are trying to hit your opponent as hard as possible. The main purpose of this set is to hit your opponent as hard as possible and when youre done Explode.
Other Options: Qwilfish can set up toxic spikes, but in the UU environment many of the pokemon are poison and can simply absorb them. Endure/Sub Flail can be utilized but is better executed by Kabutops. Also a lead with Focus Sash/Counter can definitely grant a surprise kill.
Counters: Swampert is a big counter, will hardly get hurt even from the Choice Band version and can strike back with STAB Earthquake. In UU, Walreins that carry Earthquake will be very effective, same also with Gastrodon, Wiscash and Quagsire.
The set without Swift Swim makes Qwilfishs speed incredibly average without Rain Support so many Pokemon with decent Attack and Decent Speed can come in and OHKO it.
In OU, Alakazam and Azelf simply own Qwilfish.
