Overview
Let me spit you some statistics. Last month, out of 190,164 battles played on the PokemonOnline PO server, Hydreigon was used in 21,625. This places Hydreigon in the top 25 most used pokemon of 5th generation thus far, being on roughly 11% of teams. Although stats change month to month, this pokemon will remain a staple on 5th gen teams due to it's excellent typing, decent speed, fantastic movepool, and athlete special attack. If Smogon does, in fact, manage to ban Latias, this will be the pokemon everyone turns to.

The first moveslot goes to your most powerful STAB move, Draco Meteor. As you may already know, Draco Meteor is able to punch holes in unprepared teams, since it is only resisted by steel types. If you want to swap devastating power for reliability, you can give Dragon Pulse the first moveslot instead. But, keep in mind, the gap between 210 (STAB Draco) and 135 (STAB Dragon Pulse) is by no means small; you won't be hitting nearly as hard. The only reason you should consider Dragon Pulse is to reliably outspeed and kill other dragon types (Draco will miss one out of ten times). The second moveslot is devoted to the steel types that resist your dragon move; Fire Blast. Again, Flamethrower can take the slot, but you won't be able to hit as hard, especially since your fire move won't be getting STAB. Now that you have perfect coverage, the remaining slots are user preference; coverage moves that you can tailor to fit your teams needs. Dark Pulse can be used to hit Psychic and Ghost types harder, and it also receives a STAB boost to 120 base power. Since Hydregion forces a lot of switches, U-Turn is an excellent option over Dark Pulse, to give you the opportunity to scout your opponents switch (modest nature will make your u-turns weaker, but the purpose for u-turn isn't to hit hard, it's to scout. it could do zero damage, and be just as effective). Surf can hit a majority of things that you wouldn't be able to hit otherwise for super effective damage. Running the first moves slashed above allows you to hit ten of the seventeen types for super effective damage, and everything else for neutral.
Additional Comments:
Running 252 Speed EVs will allow you to outspeed Haxorus (which has one less base speed) 100% of the time, even if it has a Scarf, or +1 Speed from Dragon Dance. You also force a speed tie with fellow Hydregion. The 4 SpD is for Downloaders hoping to get a free boost, namely Porygon-Z and Genesect. 252 Special Attack EVs will allow you to hit as hard as possible, which is necessary to score a large number of OHKOs, and 2HKOs.

I’ll be using this one. The EV’s are made to make him as offensive as possible while outspeeding neutral base 95’s (Impish Gliscor for example). The moves are awesome to mess with people’s heads. This is one attacker that able to easily kill off the fat pink blob that is Blissey with Draco Meteor, Outrage, and Stealth Rock damage. With U-Turn, Spikes layers also hurt the opponent badly from their constant switching. Pairing this with Nattorei and Burungeru (the Water/Ghost jellyfish) make a nice little Defensive core that complement each other very well. Throw in a Fire like Heatran, Victini, Shandera, or something, and you’ve got the coveted FWG core.

Physical take on the above set. Residual damage will be a downer for you, much like the Special one, but Rapid Spin or Wish from Starmie, Forretress, Jirachi, or Vaporeon could remedy that. Heatran can take everything you throw at it, so have something that can easily take him on. Of you have something that really love a special wall down, pair it with this Sazandora. Fire Blast, even with the reducing nature, will hit Steels hard enough to scare them off.

With many Pokemon only carrying one move that is super-effective on Hydregion, this set could work to great effect. While Heatran boasts better Defensive stats, this has a bit more surprise value and less-exploitable weaknesses. I may have to look into this more, as I just threw the EV spread and nature together. I figure that since most of his resistances are special, Defense needed more of a boost from the nature. Pick your coverage move (I’d go with Dragon Pulse, but Flamethrower can burn things, and Dark Pulse can flinch), and have a ball. Again, I made the EV spread in 3 seconds. It probably needs some sort of Speed investment as to outspeed base 90’s like Lucario.
