Overview

Kyogre, the truthful and well deserved "King of Ubers". Why did it gain this? Firstly, because it's a must on rain teams; it summons rain and lets it stay during the whole battle (unless Groudon or Tyranitar enter the battle). With this, a team could be based on this weather condition, which is why Kyogre is so popular. On a slight downer, Kyogre didn't get anything gigantic this generation. The only thing notable is the move Scald, which lets Kyogre burn physical sweepers and other threats. Kyogre is an amazing Bulky Attacker, with an incredible 150 Special Attack (plus, if you use a Water attack, you essencialy get a +2 boost because of rain and STAB, which is amazing), even being able to 2HKO Blissey if Kyogre carries Choice Specs. Its speed is poor for the uber enviromnent, it will most likely be outsped by a lot of other Uber threats if it doesn't carry Choice Scarf with a couple of exceptions (speed tie with Dialga, Reshiram...). Its physical attacking capabilities are low since it gets outclassed by Arceus-W and other Uber pokemon; considering it's average 90 attack. It's 100/90/140 defenses are very good, and a walling Kyogre set should totally be considered. It can even take Shaymin S's Seed Flare on the Special side and Mewtwo's Psystrike on the Physical side. Its movepool is great, with some limited but amazing attacking options (Surf, Water Spout, Ice Beam, Thunder, Scald...) and a varied support movepool, which can make Kyogre a creative poke; you can make a lot of sets with it and play around with it. In general, Kyogre is an outstanding pokemon on the uber enviromnent; an amazing Bulky Special Attacker with a varied support movepool.

Ability: Drizzle
Nature: Timid (+Spe -Atk)

With a base 90 speed, Kyogre just screams a Choice Scarf set, especially with the fast paced uber metagame. With Choice Scarf, Kyogre can outspeed and OHKO 252/0 Mewtwo, Darkrai, non-scarfed Zekrom, Rayquaza Ho-oh, Non-scarfed Reshiram, Garchomp, Shaymin-S, and more. Choice Scarf is the obious item of choice to outspeed certain threats. The EV's are very simple; 252 EV's go to Special Attack to get do as much damage possible and also to OHKO 252/0 Mewtwo. Another 252 EV's go to Speed to speed tie with opposing Scarf Kyogres and Scarf Dialgas and also to outspeed base 130's and 120's like Mewtwo and Arceus (2HKO). Timid nature is the reccomended nature to speed tie with opposing Scarf Kyogres and Scarf Dialgas. Water Spout is Kyogre's main attacking STAB move, that hits incredibly hard thanks to rain, STAB and Kyogre's amazing 150 Special Attack. Surf should be used when Kyogre is at a low health, since Water Spout doesn't do that much damage at low health. Ice Beam is used to hit Dragon Types and Grass types, most notably Rayquaza, Zekrom, Giratina (both formes), Garchomp and Shaymin-S. Finally, Thunder is reccomended to hit opposing Kyogres, Lugia and other threats super-effectively.

At first, this set looks identical to the Choice Scarf set, but on this case, this set is used for a completely, but a completely different purpose. Unlike the Choice Scarf set, which consists of outspeeding your opponent and trying to KO them, this set give Kyogre the role of a bulky but insanely powerful bulky attacker. Considering Rain, STAB and Choice Specs, you essencially have a free +3 boost when u use your water attacks, which is absolutely insane. Plus, with Water Spout's incredible 150 base power and Kyogre's near-broken 150 special attack, a Water Spout can even 2HKO Blissey, Giratina with Stealth Rock and 252/252 Ferrothorn!!! The only downside of this set is that it is easy revenge-killed with a Pokemon like Zekrom or Choice Scarf Dialga, since Kyogre doesn't have the best speed in the world. Choice Specs is the "star" of this show, since it gives Kyogre an incredible +1 boost, but be careful on what move you pick, since you then can't change moves. 252 EV's are reccomended for HP to get some nice bulk and to survive, even with Stealth Rock on the field, a non-LO 252 Neutral Psystrike from Mewtwo. Next, 252 EV's and a Modest Nature are reccomended to do as much damage as possible and to 2HKO Blissey and Giratina (with SR support). Water Spout just OHKO'es nearly the entire metagame, Surf for when Kyogre is at low health, and Ice Beam and Thunder are highly reccomended toget amazing type coverage and hit some problematic uber threats for super-effective damage.

At first, this set may look outclassed by the Choice Specs set, but this set has some distinguishing positive factors that don't make it the same from the previously mentioned set. The main factor is the ability to change moves, which really helps hitting Pokemon for super.effective damage, since this set isn't as powerful as the Choice Specs set and you WON'T be able to 2HKO everything with Surf. The next factor the since you are using Calm Mind, your Special Defense will raise and you will be able to take Special hits from threats like Darkrai, Palkia, Dialga or opposing Kyogre better. The third factor is that if you get to set up more than 1 Calm Mind, your Surf will be more powerful than the Surf on the Choice Specs set!! Finnaly, the last factor is that you can get addicional recovery with Leftovers. The EV's and Nature are used to get bulk and attacking power at the same time, though a spread of 252 HP; 252 Def; 4 HP and a Bold nature could be used to get more bulk on both sides of the spectrum. Calm Mind is self-explanatory, Surf is your STAB move that wil hit incredibly hard and Ice Beam and Thunder are used for coverage purposes and hit a lot of threats super-effectively due to the amount of Dragon and Water types on the Uber enviromnent.

This set takes a more defensive approach to Kyogre. Instead of Bulky Attacking or Revenge-killing, the purpose of this set is to set up Calm Minds and take hits due to the EV investment and Kyogre's natural bulk. When Kyogre is at a low health, you then recover all of the damage you previously lost with Rest. Finally, you use Sleep Talk to keep setting up and also using Surf. Then, you repeat the process until you reach +6 and sweep. This technique is very effective and is only countered by some threats (Zekrom, Shaymin-S, Opposing Kyogre...). One of the only downsides to this strategy is that 1/3 of times you will just use Rest and you will not do anything while sleeping. The EV's help Kyogre's defensive bulk immensly. First of all, 252 HP EV's, 196 Defense EV's and a Bold nature are placed to take hits nicely and even get 2HKO'ed by +1 LO 252 Jolly Outrage Rayquaza. Finally, 60 EV's are reccomended for speed to outspeed base 100's and 90's without investment. The moves are self-explanatory for now; Calm Mind is reccomended to set up Special Attack boosts, the combination of Rest and Sleep Talk is used to get instant recovery and then attack and set up and finally Surf is used as a main STAB move. If your team is weak to physical sweepers like Arceus or Rayquaza, then Scald could be considered.

Other Options

-Substitute: This can be used in combination with Calm Mind to set up Calm Minds with a sub, but with the consequence of losing some precious coverage.
-Thunder Wave: Since Kyogre is a slow pokemon, Thunder Wave could be used in a fast sweeping set to make sure that you outspeed the opposing threat.
-Toxic: A defensive Kyogre set using Toxic to cripple opponents is a viable idea, but remember that Kyogre is more focused on sweeping.
-Roar: Again, a defensive set could carry this move to phase set-up sweepers. It is also a viable option on the Rest-talk set.
-Scald: To burn physical sweepers.
-Waterfall A mixed set could be made to attack in both sides of the spectrum, considering Kyogre's good base 100 attack, and since it could counter Blissey.

Teammates

Kyogre, especially on the Choice Scarf set, loves hazard support, since then you can cripple opponents till they're at a decent health and then KO them with a STAB Water Spout. An ideal Pokemon would be Foretress or Ferrothorn. Since Kyogre can summon rain, you could build a rain team, with ran abusers such as Manaphy, Palkia or Kingdra on the offensive side, and Ferrothorn, Tentacruel, or Vaporeon on the defensive side. Speaking about Ferrothorn, he's Kyogre's best teammate, being able to set up hazards, get rid of some of Kyogre's counters like Zekrom and he also has that Electric resistance which helps Kyogre take electric hits. Since Kyogre is vunerable to all 3 hazards, Rapid Spin support is a posibility and should be considered when buliding a team around Kyogre. Finally, other good teammates for Kyogre are Dialga (especially the scarfed version); which can kill some of Kyogre's main counters, Giratina (both formes), to wall or attack Kyogre's main threats, and Rayquaza, to stop other weather effects from working.

Counters

Kyogre, especially the Choice Specs set, doesn't have any viable counter, since nearly nothing can switch on a Choice Specs Water Spout. Zekrom, if he save-switches in and if Kyogre is not scarfed, then he can come in and OHKO Kyogre. Scarf Dialga, Palkia (with Thunder), Arceus-E and Arceus-G do the same thing. Ferrothorn is probably Kyogre's main counter if Kyogre doen't carry Choice Specs. It can take its hits very well and then 2HKO back with Power Whip. Chansey, if Kyogre doesn't carry Choice Specs, can wall Kyogre all day long. Blissey can do the same thing, but in a less effective way. Shaymin-S doesn't quite kill 252/0 Kyogre, but it can revenge-kill Kyogre due to its amazing speed. Even though they're extremely rare; Water Absorb users, like Vaporeon or Quagsire, can switch in on a choiced Water Spout and force a switch.

Opinion

Kyogre is amazing Pokemon that every Uber player should be prepared for. With permanent rain, Kyogre adds a huge spark on the metagame; changing it completely. To recap, Kyogre is an incredible bulky attacker with crazy Special Attack, a limited but incredibly nice movepool, some great bulk (especially on the specail defensive side) and some average speed that can be boosted.

For the physical move options, I would just list Waterfall there. Waterfall can be used to hit weak physically defensive Pokemon, like Blissey. While Kyogre does have some good physical options, they are outclassed by other Pokemon with higher attack, like Groudon and Arceus-W.

Also, Whirlpool could be mentioned, as it traps Pokemon in play for a few turns, which of course can greatly help in some situations.

Whirlpool sucks. Because Kyogre doesn't really have a move to effectively remove its checks, it has no reason to trap anything, and doesn't want to waste a turn trapping its check.

While it isn't really used a lot these days. Water Absorb Quagsire still has no problem checking Kyogre. I feel as though it should be mentioned, but I have no high emphasis on it.
