Apologies for the bad pun.
Anyway, this is a game kinda like "Who's that Pokemon?", except it revolves around Pokemon Moves.
Same rules apply.

I'll start:

It was added in 4th Gen
It is a Grass Type move
It has a chance of lowering the opponents Special Defence

All I can think of that matches the description is Curse, but that isn't a Ghost Type move, it's a ??? Type move, but it works differently for ghost type Pokemon if that's what you meant.

So, is it Curse?

No shockwave can be learnt by pokemon generally following a patten the third clue is ment that lots of pokemon can learn it without it making any sence of how they do the move.
