This Dialga hits many Pokemon in the Uber Metagame hard, and serves as a great stall breaker in the Uber Metagame. Draco Meteor is Dialga's main STAB move here and hits a lot of Pokemon hard that do not resist it. Draco Meteor will do some pretty nice damage on Latias and Giratina. Dragon Claw is an option here because it allows Dialga to 2HKO Latias and OHKO Latios, which Draco Meteor can not do after a Calm Mind. Fire Blast can be used over Dragon Claw because it will 2HKO Scizor and Metagross, Thunder is great here because it deals heavy damage to Lugia, Ho-oh, and Kyogre.
Blissey likes to wall your special hits, but she is not going to enjoy getting hammered by Brick Break which will always 2HKO her, Heatran can not switch in safely as well because of Brick Break.
When it comes to the choice of item Expert Belt is usually the better option, because Dialga has excellent type coverge, however Life Orb is an alternative choice because it gives that extra kick of power, but that 10% recoil damage is not going to please Dialga.

Choice Specs Dialga is one of heavyest hitting Special Attackers in the Uber Metagame. A STABed Draco Meteor running off the power of Choice Specs hits many opponents hard on anything that does not resist it, or Blissey, as well does an Overheat under the sun. Aura Sphere will only 3HKO Blissey, it is useless to switch to Brick Break because it will fail to 2HKO Blissey. Aura Sphere's reason for being here is to deal damage to opposing Dialgas, Heatran, Darkrai, and Normal-type Pokemon.
Ok between the choice of Thunder, Overheat, and Dragon Pulse can be hard to decide. Thunder is your best friend against Kyogre and will do some nice paralysises, but its not going to be of much use to you since Dialga is offten paired up with Groudon to boost up the power of Overheat, but a lot of Ubers resist Overheat. Like Salamence, Choice Specs Dialga can use Dragon Pulse for late game sweeping. If you are going to be using Overheat, than pair Dialga up with Kyogre.
The 32 Speed EVs allow Dialga to outrun max Speed Adamant natured Tyranitar, the HP EVs here helps Dialga to switch in easier.
Choice Band

Not as powerful as the previous moveset, but can still do some nice damage striking the lower Defense stat of many Uber Pokemon. Dragon Claw is an obivous must on this moveset and it benefits from STAB. Earthquake is a must on this moveset as well as deals super effective damage against Steel-type Pokemon such as Metagross, Registeel, opposing Dialgas, and Heatran. Overheat is here to help in the battle against Skarmory. In the last moveslot its really up to you. Shadow Claw hits for super effective damage on the Psychic-type Ubers such as Mewtwo, but Dragon Claw already does enough to them, so Stone Edge can be a nice alternative to hurt Lugia and Ho-oh, and it still messes up Rayquaza if it decides to switch in.
Rest Talker

EVs: 252 HP / 200 SpD / 56 Def
Nature: Bold

- Sleep Talk
Dialga is has a great defensive typing, and nice all around stats to make use of toxic stalling in the Uber Metagame, and the use of Rest and Sleep Talk will keep Dialga around. Earth Power is usually the better choice so you are not walked all over by Steel-types such as Metagross, Magnezone, and Heatran, but some may use Dragon Pulse to bring down Rayquaza.
Rest Talking Tank

Ability: Pressure
EVs: 252 HP / 252 SpD / 6 Atk
Nature: Careful

- Rest
- Sleep Talk / Earthquake
This abuses the ability of rest talking like the previous moveset, but with this moveset Dialga can actually sweep. Bulk Up raises Attack and Defense, which will give you great Defense, and boost the power of your Attack leading to the use of a very powerful Dragon Claw. Earthquake can be use to hit the Steel-types like Metagross, Magnezone, and Heatran. If you want to give Dragon Claw an extra boost of power you can always use the Adamant Orb.
Other Options
Dialga has such a cool movepool it has some pretty nice alternative choices leftover. Stealth Rock is always nice and Dialga is strudy enough to use it, and your not spining away Stealth Rock anytime soon because Giratina blocks it. Thunder Wave is pretty good as it slows down Pokemon such as Kyogre or Deoxys-A. Roar is nice for phazing and ruining set ups, but do not be tempted to use it with Stealth Rock since you will not be left with much in return. In the Uber Metagame a base Speed of 90 and below is slow, so Dialga can afford to use Trick Room. Psych Up is intresting to copy stat boosts like Kyogre or Giratina's Calm Minds .
Counters
Fighting-type Arceus is the best counter around, taking neutral damage from Dialga the only worry Fighting-type Arceus has is Draco Meteor, and that problem can be solved with the help of Calm Mind and Recover. Fighting-type Arceus usually OHKOs Dialga with that super effective Judgment. Heatran comes as just a good counter as Fighting-type Arceus comming in on an attack he / she resists or even an Overheat abusing Flash Fire and OHKO with a Choice Specs boosted under the sun Overheat, just watch out for Aura Sphere, Earth Power, Earthquake, and Brick Break. Deoxys-D will hate being poisoned by Toxic or taking a Choice Specs Draco Meteor, but were Deoxys-D shines is having the ability to stall out the Mixed Attacking moveset.
Skarmory does pretty well against the Rest Talking movesets allowing him to set up Spikes, and Roar out the Bulk Up boosts as well. Forretress works in a similar maner, but it has to switch out after setting up, due to the lack of a phazing move. Lugua works similar to Skarmory, but is going to hate a Choice Specs boosted Draco Meteor, Thunder, Overheat, or being poisoned by Toxic. Lugia however can set up a Reflect or Light Screen and Whirlwind out Dialga's Bulk Up boosts.
Blissey handles the Choice Specs verison quite well, unless your HP is low or you are on the bad side of a critical hit from Aura Sphere.
Groudon does well against most physical Dialgas, and it usually KOs it with Earthquake. Dugtrio can only! switch in on Thunder or you can sacrifice a team member, and than bring in Dugtrio. Speaking of trapping Magnezone is good at that and can use Metal Sound to be able to abuse a powerful Thunder. The best sets to switch in on are usually the Choice Item ones, and the Rest Talking if it lacks Earth Power / Earthquake.
Latias can handle Dialga, but can not switch in directly because of Draco Meteor. Latias must have near full health as well.
