Mixed Palkia
Palkia @ Lustrous Orb / Life Orb
Ability: Pressure
EVs: 6 Atk / 252 SpA / 252 Spe
Nature: Hasty (- Def, + Spe)
- Aqua Tail
- Surf
- Thunder
- Spacial Rend
This Palkia deals massive damage under the rain, many Pokemon have a rough time dealing with Palkia. Aqua Tail will 2HKO Blissey under the rain with either Item selected above. Palkia's Surf is extremely dangerous under the rain, not even Kyogre can afford to switch in safely on that as it will 3HKO. Thunder is here to deal with Kyogre and will 2HKO it, Thunder also comes in handy for Lugia. Spacial Rend is a nice 150 base power attack and will OHKO all Dragon-type Pokemon expect An extremely bulky Latias, Dialga, and Giratina.

Very similar to the last set, expect you are now wielding Choice Specs and holding the power of Draco Meteor. Surf is more powerful than Draco Meteor under the rain and even more so with the boost from Choice Specs, but Draco Meteor is great for things that you can't normally take out like Dialga and Giratina.
Choice Scarf

Ability: Pressure
EVs: 6 Atk / 252 SpA / 252 Spe
Nature: Hasty (-Def, + Spe)

It may seem odd maxing out Speed and going with a + Speed Nature when you are using a Choice Scarf, but this is very helpful and will allow you to outspeed a Jolly-Natured Rayquaza with a Dragon Dance under its belt. Focus Punch is probally better now because without a boost Aqua Tail is not always guranteed to 2HKO Blissey. Draco Meteor is perfect for hitting and running, but Spacial Rend allows you to hit without constant switching.
Choice Band

EVs: 38 HP / 252 Atk / 220 Spe
Nature: Jolly (-SpA, + Spe)
- Stone Edge / Draco Meteor
- Dragon Claw
- Aqua Tail
- Earthquake
Dragon Claw and Aqua Tail are musts for a Choice Band moveset. Dragon Claw will OHKO all Dragon-type Pokemon expect Dialga, Giratina, and Dragon-type Arceus, Mewtwo does not enjoy the damage either. Stone Edge tears Lugia apart, but Aqua Tail will do more damage under the rain, so if you please you can use Draco Meteor for the 2HKO on Giratina. Earthquake will take on Metagross and Dialga.
Bulk Up
Palkia @ Lustrous Orb / Leftovers
Ability: Pressure
EVs: 38 HP / 252 Atk / 220 Spe
Nature: Jolly
- Bulk Up

- Aqua Tail

Has some trouble setting up, but if it does this is very dangerous. Kyogre will get 2HKOed by Dragon Claw after a Bulk Up and if you are carrying the Lustrous Orb. Earthquake will stop Dialga who thinks they can just come in. Aqua Tail with Lustrous Orb, Bulk Up, and under the rain is extremely dangerous.
Other Options
Palkia can Rest Talk, but is not so well at it with its averge defensive stats. Trick Room is weird and can actually work since people never expect it from a Palkia. Roar can be nice for phazing, but plenty of other Pokemon do it better. Thunder Wave is probally Palkia's most intresting option and it hurts Pokemon that are speedy such as Latias and Choice Scarf Kyogre. Psych Up is pretty cool as you let your opponent set up Calm Mind with something like Lugia or Kyogre than come out after sacrificing a team member than copy all those Calm Minds and finish them off with a Thunder, Palkia is an absolute terror with those kind of boosts.
Counters
Grass-type Arceus is the best all around and only true Palkia counter. It resists Surf and Thunder and can put Palkia in pain with a Calm Minded STABed Grass Knot or Judgment. Water-type Arceus can counter to an extent because getting hit by Thunder will hurt. Lugia can Toxic it and or Calm Mind up to beat Palkia. Blissey can come into the Choice Specs version if you predict right, only switch in on Aqua Tail if the weather is sunny. Latias will surive all Palkia's moves expect Dragon Claw and Draco Meteor and can OHKO it with Dragon Pulse and being faster with Timid is always nice. Rayquaza can come in on the Choice Specs set as well on Aqua Tail and can now set up Dragon Dance. Palkia has few true counters and is one of the most threating Pokemon in the Uber Metagame.
