Manectric
The little dog that nobody wanted

Sweeping without a broom, specially
Manectric@Petaya Berry/Life Orb
Static
Timid (+Spe, -Att)
EV's: 36 HP / 252 SpA / 220 Spe

-Thunderbolt
-Flamethrower
-Hidden Power Grass
-Substitute/Charge Beam

This is pretty much the bread and butter Manectric set. It has the same defencive stats as Spinda but 105 in both Special Attack and Speed, it's not rocket science figuring out what's best for this little blue and yellow dog.
It's movepool is actually alright considering it gets Flamethrower with no visible physical ability to actually use it. Hidden Power Grass is for the likes of Golem, Gastrodon, Quagsire, Lanturn and Whiscash and provides the best type coverage but can be replaced with Ice or Ground to hit more specific threats like the Nido's and Probopass/Aggron.
The last slot is based on your choice of item, if you want to use Petaya Berry then go with Substitute as Life Orb's recoil ruins it's usefulness otherwise Charge Beam is for getting in some more boosts with the Life Orb so you can get some real damage happening.
The EV's are for outrunning the +speed natured base 100's.

Choice Specs
Manectric@Choice Specs
Static
Timid (+Spe, -Att)
EV's: 36 HP / 252 SpA / 220 Spe

-Thunderbolt
-Overheat
-Hidden Power Grass
-Hyper Beam/Thunder

It's pretty much the same thing as the top one but with a hit-and-run strategy. Overheat overtakes Flamethrower for some more one-punch power and the last slot is for some shoop-da-woop action or some more (but less accurate) STAB power. The rest just stays the same.

But I swears I's a wolf!
Manectric@Life Orb
Static
Adamant (+Att, -SpA)
EV's: 4 HP / 252 Att / 252 Spe

-Howl
-Spark
-Crunch
-Ice Fang/Fire Fang

An interesting set, but not without merit. If you're running this you'll certainly have the upper hand in the prediction stakes so you might get a Special Wall switching in to take you on only to see you Howl and have to switch again while you can get another Howl up and actually threaten with some excellent coverage in Electric, Dark and Fire or Ice.
The last move is up to you, Fire will leave you with nothing resisting you and Ice is only resisted by Magneton in UU. The choice really just lies in what you believe will be the most useful.
Adamant nature is chosen over Jolly because a base 75 Attack needs as much boosting as it can get.

Mixed Sweeping
Manectric@Life Orb
Static
Hasty (+Spe, -Def)
EV's: 36 HP / 252 SpA / 220 Spe

-Thunderbolt
-Flamethrower
-Hidden Power Grass
-Crunch

It's getting a little bit repetitive isn't it? Yes this is just so you have an answer to Special Walls like Hypno and Grumpig that you can otherwise do nothing to. With SR up you can 2HKO them both with Crunch.

IV's
It's not EV's that we need to mention here. Seeing as 3/4 of the sets run Hidden Power Grass I thought I'd throw in that you need an IV spread of 31 / 31 / 30 / 30 / 31 / 31 to get it. If you really want the 31 in defence and you're not in need of the attack stat you can also use 31 / 30 / 31 / 30 / 31 / 31 if you're really into getting that pretty much useless last point.

Opinion
Manectric is pretty stock really. There's one thing it can really do and little variation from that (aside from the Howl set). That being said, look at him, he's real cool lookin, so use him! He's fun.

Counters
The list of pokemon that can threaten Manectric is a bit larger than it might like. Things with EQ are pretty obvious Camerupt doesn't take super-effective damage from what Manectric can do and can EQ it to an early grave. The Nido's will do the same in the absence of Hidden Power Ice. Special walls that don't fear a weak Life Orb crunch are also good choices like Clefable and friends. If you're facing one of the pure special sets then Hypno and Grumpig are your best choices.
