A bit premature yes. But Wildcard hasn't replied to my post and I'm getting sick of waiting. So I'm making my own based off of Gamethology's and my "important speeds", which will arbitrarily be in blue. I also took out pokemon I felt were irrelevant and Garchomp, who is banned.
I'm cool enough to do this without permission.

How To Read:
+pers means a postive nature, such as Jolly or Timid. A number by the name of a pokemon means they invest that many Speed EVs. The number on the left is the actual speed they hit. Scarf means they are holding the item Choice Scarf.
Important Speeds:
These are marked in blue so they stand out. This list should be like a Speed Tier list inside a Speed Tier list. The important Speeds are the more centralizing speeds of the game, because these pokemon are generally more common so it is usually worth it to outspeed them. As such, most pokemon set their speeds around these. As an example, it is more important you EV your Mamoswine to outspeed Adamant Tyranitar than it is for you to outspeed Jolly Ursaring. The other speeds are still helpful for references, and it can be worth it to invest in outspeeding them.
Tier 1
- 541 - +pers/252 Scarf Azelf, Starmie (Base 115)
- 529 - 252 Scarf Shaymin-s (Base 127)
- 525 - +pers/252 Scarf Gengar (Base 110)
- 504 - +pers/252 Deoxys-e (Base 180)
- 493 - 252 Scarf Azelf, Starmie (Base 115)
- 478 - 252 Scarf Gengar (Base 110)
- 460 - +pers/252 Ninjask (Base 160)
- 435 - +pers Deoxys-e (Base 180)
- 454 - 220 Scarf Infernape (Base 108)
- 433 - 252 Motor Driven Electivire (Base 95)
- 426 - +pers/252 Scarf Medicham (Base 80)
- 418 - 252 Scarf Porygon-Z (Base 90)
- 417 - +pers/252 Scarf Heatran (Base 77)
- 416 - +pers/252 Electrode (Base 140)
- 408 - 252 Scarf Rotom-c/f/h/s/w (Base 86)

- 394 - +pers/252 Jolteon, Crobat, Aerodactyl (Base 130)
- 388 - +pers/252 Shaymin-s (Base 127)
- 383 - +pers/252 Weavile, Swellow (Base 125)
- 379 - 252 Scarf Heatran (Base 77)
- 372 - +pers/252 Dugtrio, Alakazam, Sceptile (Base 120)
- 361 - +pers/252 Azelf, Starmie, Raikou, Ambipom, Floatzel (Base 115)
- 359 - 252 Jolteon, Crobat, Aerodactyl (Base 130)
- 353 - 252 Shaymin-s (Base 127)
- 350 - +pers/252 Gengar, Frosslass, Jumpluff, Tauros, Espeon (Base 110)
- 346 - +pers/252 Infernape (Base 108)
These are the "fast" pokemon. Commonly your revenge killers and lategame sweepers. There are a lot of blue numbers here for a reason; The OU metagame is very speed and priority oriented when it comes to sweeping.
Tier 2
- 339 - 252 Dugtrio, Alakazam, Sceptile (Base 120)
- 339 - +pers/252 Mismagius, Scyther, Rapidash, Manectric (Base 105)
- 329 - 252 Raikou, Azelf, Starmie, Ambipom, Floatzel (Base 115)
- 328 - +pers/252 Salamence, Zapdos, Slaking, Celebi, Staraptor, Jirachi, Entei, (Base 100)

- 308 - +pers/216 Gliscor (Base 95)
- 306 - +pers/252 Lucario, Porygon- Z, Moltres, Roserade (Base 90)
- 299 - 252 Salamence, Zapdos, Slaking, Staraptor, Entei (Base 100)
- 295 - +pers/252 Heracross, Pinsir, Toxicroak (Base 85)
- 291 - +pers/252 Magmortar (Base 83)
- 287 - +pers/252 Gyarados (Base 81)
- 284 - +pers/252 Togekiss, Blaziken, Dragonite, Gallade, Gardevoir, Mamoswine (Base 80)
The astute will notice that there are not a lot of blue numbers here. Most pokemon in this speed group decide to go bulky or wear a nice Choice Scarf to make up for their speed problems. The exceptions here are Lucario and Salamence, and the occasional Jolly Gyarados.
Tier 3
- 281 - 252 Rotom (Base 91)
- 280 - 176 Salamence (Base 100)
- 279 - 252 Lucario, Porygon- Z, Moltres, Roserade (Base 90)
- 278 - +pers/252 Heatran (Base 77)
- 273 - +pers/252 Smeargle (Base 75)
- 269 - 252 Heracross, Pinsir (Base 85)
- 265 - 252 Magmortar (Base 83)
- 262 - +pers/252 Breloom, Metagross (Base 70)
- 261 - 252 Gyarados (Base 81)
- 259 - 252 Togekiss, Blaziken, Dragonite, Gallade, Gardevoir, Mamoswine (Base 80)
- 253 - 252 Heatran (Base 77)
- 246 - 40 Zapdos, Celebi (Base 100)
- 243 - +pers/252 Tyranitar (Base 61)
- 240 - 58 Gliscor (Base 95)
- 239 - 252 Breloom (Base 70)
The only notable pokemon at the top of this tier are the aforementioned Lucario and Salamence. Some may decide to go Adamant/Modest. The huge gap between 253 and 279 is a barren land, where the uncommon pokemon roam. You don't see too many pokemon with a Speed in between these, because as I stated before, they either put on a Choice Scarf or go bulky.
Tier 4
- 229 - +pers/252 Machamp, Ursaring (Base 55)
- 226 - Gliscor (Base 95)
- 221 - 252 Tyranitar (Base 61)
- 217 - 76 Gyarados (Base 81)
- 208 - Rotom-c/f/h/s/w (Base 86)
- 207 - +pers/252 Marowak (Base 45)
- 206 - Suicune, Cresselia (Base 85)
- 202 - AgiliGross (Base 70)
- 198 - Milotic (Base 81)
- 196 - Gallade, Gardevoir (Base 80)
Most of the pokemon in this tier boost Speed via Dragon Dance/Agility/etc. Other than that, the fastest walls and bulky pokemon reside here.
Tier 5
- 176 - Skarmory, Metagross (Base 70)
- 166 - Scizor, Vaporeon (Base 65)
- 157 - Tyranniboah (Base 61)
- 156 - Weezing, Swampert, Magnezone (Base 60)
- 146 - Blissey, Machamp (Base 55)
- 136 - Registeel, Regice, Regirock, Donphan, Tangrowth (Base 50)
- 130 - Hippowdon (Base 47)
- 126 - Dusknoir (Base 45)
- 116 - Rhyperior, Forretress (Base 40)
- 106 - Spiritomb (Base 35)
Your really slow walls and other pokemon. Scizor, who doesn't need to invest in Speed also resides here, but you won't be hitting before him unless you resist Steel/Normal or if you have a faster priority move.
Tier 6
- 96 - Snorlax, Slowbro, Steelix, Bastiodon (Base 30)
- 76 - (-pers, 0 Speed IV) Forretress (Base 40)
- 63 - (-pers, 0 Speed IV) Bronzong (Base 33)
- 41 - Shuckle (Base 5)
These pokemon are the slowest of slow. But they either don't care like Shuckle and Snorlax, or use it to their advantage like Bronzong and Forretress.
