Summary:

Most Used Set:

Rotom-S is one of the less commonly seen Rotom formes, though it makes a very powerful annoyer. It is commonly seen with annoying - to say the least - moves, such as Thunder Wave and Will-o-wisp. Rotom-S's signature move, Air Slash, puts more annoyance into this little appliance than many other Pokémon.

Rotom-S isn't going to counter as my types as other Rotom formes, and thus the so called "standard" Rotom moveset that involves Thunderbolt, Shadow Ball, its signature move, and perhaps Will-o-wisp will be less used by Rotom-S than by other Rotom, as Rotom has a great moveset for annoying - something it easily succeeds at.

Usual Counters:

Sadly due to Rotom-S's weak signature move, it has no counters against most Pokémon with Dark-type moves. Scizor, who will have trouble against other Rotom formes, will be able to set up and kill Rotom-S. Tyranitar will also be able to completely destroy Rotom-S. Thankfully, Rotom-S will almost always have Will-o-wisp, so Physical attackers may have a little trouble against it. Pretty much any Dark-type Pokémon using Special based attacks will easily take Rotom-S down. Ghost-types will also take Rotom-S down with relative ease, and any Pokémon that can fire off a Shadow Ball will also be able to take down Rotom-S.

Any powerful Special wall will be able to stop Rotom-S in its tracks. Blissey comes to mind immediately, and Snorlax will wall Rotom-S's Electric moves and will be thouroughly immune to its Ghost moves. In fact, any Normal Pokémon with half decent defense will wall Rotom-S. Jolteon, despite not being known as much of a wall, will also wall more than half of the main attacks used by Rotom-S. Rotom-S is sadly somewhat easy to wall; any Special tank will do it.

Looking at this set makes some people think of Togekiss, and rightly so. This set will annoy the opponent to death, at the very least, and leave a sizeable dent in their team at best. This set is good at forcing switches from the opponent's Pokémon, hitting them with Paralysis inducing attacks like Thunder Wave, and overall just making the opponent hurt - badly.

Confuse Ray is just plain awesome on this set. It changes Paraflinches into Parafusions (and, for that matter, Paraflinch / fusions) and has the best accuracy, at a guaranteed 100% of any other Confusion inducing move. Confusion also may force a cautious opponent into shifting through his team to stop the effects of Confuse Ray. If you have sufficient entry hazards in play, the opponent will take quite a bit of damage from this. 12% heath damage from Stealth Rock may not seem like much at first, but it adds up eventually and makes a large difference by the end of the battle. Coupled with Discharge or Thunder Wave and Air Slash, a simple move like Confuse Ray can become quite a threat, as any user of this annoyer moveset will find.

This is a set that many people are completely unprepared against when facing Rotom formes - not just Rotom-S, but any forme. Most people, when making a Rotom counter, will make a counter for a Rotom forme that is using its signature move. This is a moveset that is not commonly used by Rotom formes nowadays, as it only really uses moves learned by all Rotom-A. Despite this, due to Rotom-S's lack of a powerful signature move, this set is perfectly viable with it.

The EV set used for this is somewhat infrequently used by Rotom-S, with a Timid Nature allowing it to outspeed max Speed EV and Nature Pokémon up to a base 80 Speed stat, and neutral, or Pokémon with neutral Speed Natures with a base Speed of up to 90. For those who prefer to use Modest Rotom-S, consider investing a few extra EVs in Speed.

Move wise, this Rotom-S moveset is very powerful and versatile. Though not often used, this moveset is a very powerful option for any Rotom.

The moveset that everyone can pull off nowadays, it's the Choice Specs / Scarf set! This moveset is surprisingly similar to a Choice Scarf Togekiss, though skipping over the ability to land flinches 60% of the time with Air Slash, and instead knowing the unique move that works perfectly with Choice Specs / Scarf users: Trick. In addition to this, going first by the use of a Choice Scarf is really helpful if you are intending to go for Air Slash.

This moveset has some of the best type coverage of all of the Rotom-S movesets. Hidden Power is your friend in this moveset. Hidden Power Ground takes care of Fire and Steel-type Pokémon, and Hidden Power Grass destroys bulky Waters and Grounds. Thus Rotom-S can defeat Swampert, who, while not a major threat, can wall Rotom-S to some degree. Thunderbolt covers the less bulky Waters, such as Starmie, and if you choose not to include Hidden Power Ground, can deal some damage to Heatran. Air Slash is just there to be annoying, as always, and works like a dream in this moveset, where you are more than likely to move before your opponent does.

A Rest / Sleep Talk moveset works very well on Rotom-S. Rotom formes, being Ghost / Electric dual types have a great many resistances to common types, like Steel, which are more than likely to pop up against it in OU. Rotom-S pulls off one of the best jobs as a Sleep Talker that any Rotom forme can. This is because while Rest heals Hit Points and status afflictions, it doesn't heal decreased stats, so Rotom formes with signature moves that say, lower Special Attack, won't work as well in a Sleep Talk moveset as Air Slash.

The only problem that Rotom-S has is that there are no available stat increasing moves, thus it is incapable of increasing its bulk; or, for that matter, offense with Sleep Talk. Despite this, it still pulls off the job of Sleep Talker admirably well.

Rotom-S has strong resistances, and isn't only a sweeper. It can be fully capable as a wall of sorts. Or a Rest / Sleep Talker.

Other Options:

Reflect and Light Screen are available moves for Rotom, as is Will-o-wisp. The problem with these moves is that they are more easily pulled off by other Rotom formes. The problem is that Rotom-S doesn't have good enough type coverage to succesfully set up without being killed. Annoying moves work well, so double status with Discharge and Will-o-wisp and other set up moves could work very well for Rotom-S.

Opinion:

Rotom-S is a long forgotten Rotom forme, but nonetheless, it is still very powerful and perfectly usable in the OU metagame.
