I dont really have a favorite, but if i had to choose i would pick Choice Band.

It really depends on what Pokemon you are using it for I guess. In Pokemon White I use a Choice Scarf Garchomp, which increases to a 444 speed stat for instant speed and instant KILL! Because my Garchomp already has highly offensive stats having that extra Speed is crucial in battle for it to pull off it's attacks.
I think the reason Choice Scarf makes more sense is because Speed is generally one of the main keys to winning battles. If you have increased offensive power from Choice Band/Choice Specs that's great, but without speed and possibly poor defenses that power becomes obsolete.
Kingdra is an example of a Pokemon that generally does not need Choice Scarf due to it's ability "Swift Swim", which doubles it's speed in rain and can be a perfect Choice Specs user. However in the end most Pokemon benefit more so with Choice Scarf, so I voted Choice Scarf.
