There are some moves that are 'signature moves' yet they are dispersed to different Pokemon. For example, in Gen 3, Each of the starters had a signature move (Muddy Water, Leaf Blade, Blaze Kick) and those moves were actually somewhat popular, at least in the games. I would say that those moves are still signature moves, but that more Pokemon can learn them.
On a side note, in Gen 3, Sceptile has arguably the best Grass move in the game, Leaf Blade. Despite the low base power, I would say that Leaf Blade was really a great move. Frenzy Plant, the most powerful Grass move, had the bad Hyper Beam-like side effect; Solarbeam, the second most powerful Grass move, is unreliable because of the 'charging' turn; and Petal Dance, tied with Leaf Blade's power at 70, had the Outrage-like bad effect of locking you into Petal Dance for two turns, then confusing you. Thus, Leaf Blade is the most consistently power Grass move in Gen 3, and only the Sceptile family could learn it. Blaze Kick and Muddy Water were good for Blaziken and Swampert respectively, but there were other powerful, reasonably consistent alternatives to those moves, unlike Leaf Blade.
