Using Regice in battle

Most Used Regice Set: Rest talk and bolt beam are the optimal moves on a good set, stab ice beam is always nice, and makes a decent option for a strong stab move, thunder bolt is basically for gyarados, who you can basically counter well, rest talk is so you can regain some hp, especially the hp lost from switching in from stealth rock, but you should usually pack a spinner when using regice instead of relying on rest to aid you.

Usual Counters: Anything with a strong se move can effectively counter regice, considering that there are many pokemons in ou that use moves that are super effective against regice, it shouldn’t that much of a problem if you ever face one.

Sets Used To Counter Its Counters: It can’t really do anything to any of it’s counters, unless you decide to run specs hp ground, which has no real purpose and is all around stupid on something like regice, so basically just stick with the normal sets, because if you don’t, then you obviously will be only using a gimmick version of regice, which is not using regice to it’s full potential.

Regice Is Most Used On: Either hail teams or standard ou teams in need of a special wall, once you see a regice, you have to try to kill it, since it’s obviously the opponents special wall, so if you got a special sweeper in need of a sweep, you should obviously try to take down regice, since it’s role will probably be of utterly shutting down all special attackers.
