This article gives you ideas of how to use Vaporeon in battle in the Pokémon Black, Pokémon White and Pokemon B2W2 Games. It lists popular movesets used by competitive battlers, as well as a description on how to use each set to help you understand why the moves were chosen. Gen 5: OverviewWhen players use the term Bulky Water in Gen IV, the Pokemon that immediately comes to mind is Vaporeon. Vaporeon is a great wall with great 130/60/95 Defenses. While 60 Defense seems low, Vaporeon can easily take hits from some of the scariest physical attackers thanks to its massive 130 base HP. In Gen V, Vaporeon returns as one of the best Bulky Waters around. While Vaporeon has to deal with competition from new Bulky Waters like Jellicent (Burungeru), Vaporeon is still a great member to any team as being the only Bulky Water that can pass off Wish. Vaporeon also has a often neglected 110 Base Special Attack, which means Vaporeon can hit hard, even without any EV investment.
Gen V was kind to Vaporeon, and gave it a way to increase its Physical Bulk by giving Vaporeon the new move Boiling Water. With a 30% Burn Chance (Essentially a Water version of Lava Plume), Boiling Water is welcome on any defensive Vaporeon set. Vaporeon was also given Hydration as a Dream World ability, but it is out classed by Water Absorb.

The classic Bulky Vaporeon set returns in Gen V with a little twist. Vaporeon is the only bulky water that has the ability to Wish Pass. Wish and Protect works wonders together, and make Vaporeon absolutely vital to a bunch of different teams. The Wish/Protect combo allow Vaporeon to have a reliable method of healing, Toxic/Burn or PP stall, or pass off a healing move to a teammate. Boiling Water is recommended in the third slot, as it allows Vaporeon to become incredibly threatening to physical sweepers. Not only does burn severely cripple physical sweepers, but it also increases Vaporeon´s physical bulk, allowing Vaporeon to wall threating Pokemon like Lucario or Garchomp much easier. Surf can be used over Boiling Water due to its higher base power, which could really come in handy in a tight situation. The last move slot is basically a toss up. HP Electric is great with Boiling Water, as Water/Electric has pretty good type coverage. It also allows Vaporeon to beat Taunt Gyarados. Toxic allows Vaproeon to beat other walls, including other Vaporeon. Ice Beam allows Vaporeon to beat Dragonite, who can easily come in and start setting up on Vaporeon, and nails Garchomp and Gliscor much harder. Roar lets Vaporeon phase out set up sweepers or stack up residual damage.
Additional Comments
The EV spread makes Vaporeon equally bulky, with 204 Def and 206 spDef. With Boiling Water, some EV investment can be put into SpDef to increase Vaporeon´s special bulk.

Surf is Recommended in the first slot, due to its reliability and PP. Hydro Pump can be used for a significant increase in power, and to guarantee a OHKO on Specially Defensive Skarmory. Ice Beam and HP Electric are used in the second and third slot for the awesome Bolt/Beam coverage. The last move slot is a toss up essentially. Wish is used for healing and Wish Passing, since Vaporeon will most likely have to switch after a turn or two. Signal Beam can be used in order to nail Rankurusu for super effective damage, but a STAB Hydro Pump or Surf in the rain will do more damage than Signal Beam. Baton Pass can be used in the last move slot for dry scouting and to maintain momentum against your opponent.
Additional Comments
Although mainly seen as a wall, Vaporeon has a very nice 110 Special Attack. With Choice Specs, Vaporeon can become a very powerful special sweeper, mainly due to its surprise factor. 252 SpAtk EVs and a Modest nature are to maximize Vaporeon´s damage output. 44 Spe EVs are used so that Vaporeon can out speed min speed Skarmory. The rest of the EVs are placed into Def so Vaporeon remains somewhat bulky.

Although very uncommon, Vaporeon can be a great Baton Passer with the right team support. The idea is to come off of a baton pass chain, set up a Substitute and/or another support move, and then pass off to the next member of the chain. Substitute is a great move with a Baton Pass chain, as it allows Vaporeon to obtain a free boost or to protect another member of the chain so that they can set up a free boost. Acid Armor is recommended as the passing move of choice, as Vaporeon is one of the few Pokemon that can pass off defense boosts well. Wish can be used in order to heal other members of the Baton Pass chain that are running low on health. Aqua Ring is a great support move with a Life Orb Sweeper, as it allows the sweeper access to the equivalent of Leftovers recovery, which can make or break the sweeper. The last move is a toss up essentially. Boiling Water is recommended as the Burn combined with the defense increase with Acid Armor will completely wall physical sweepers trying to ruin Vaporeon´s fun. Surf can be used for extra power, but it really offers nothing more to Vaporeon. Roar allows Vaporeon to phase out other Baton Pass chains, but it leaves Vaporeon extremely vulnerable to Taunt.

The EV spread is designed to be used for several specific reasons. 128 Spe EVs allows Vaporeon to out speed Jolteon after Agility is passed to Vaporeon, which will allow Vaporeon to pass out with out having to worry about Jolteon severely damaging it. 252 HP EVs significantly increases Vapreon´s bulk, while the 128 remaining EVs go into Vaporeon´s Defense in order to make Vaporeon extremely bulky after an Acid Armor boost.
Vaporeon appreciates teammates that can absorb its two weaknesses, Grass and Electric. Bulky Grass types like Ferrothorn, Shaymin and Celebi make excellent teammates for Vaporeon, and can easily take any Electric and Grass attacks that come Vaporeon´s way. Gliscor also has solid defensive synergy with Vaporeon, but needs to be wary of the common Ice attacks that are usually coupled with Electric attacks. Heatran or other Fire types are also fantastic teammates for Vaporeon, as Vaporeon can easily absorb any Water attacks that come their way. On the stall side, Blissey is a fantastic teammate for Vaporeon, and can put a halt to huge threats like Life Orb Starmie, Latios, or other Special Sweepers that Vaporeon can´t handle. Blissey can also use Aromatherapy in order to remove Toxic from Vaporeon, which would absolutely destroy it. For the Baton Pass set, Vaporeon NEEDS +2 speed in order to perform it´s desired task. Pokemon that are great at passing off speed boosts are Ninjask, and Jolteon.
Other OptionsHydration- A great ability, but outclassed by Water Absorb. Hydration can be used with Rain Support in order to free Vaporeon of hindering status effects and allows the usage of Rest without a draw back. With Hydration, Vaporeon looses an immunity to Water, which can result in some nasty KOs in tight situations.
Blizzard- A stronger option to use on the Specs set than Ice Beam, but the low PP and accuracy are often unreliable.
Shadow Ball- A great move that can allow Vaporeon to nail Gengar harder, but that´s about all it does.
Haze- Another option to remove boosts from the opponent. However, Roar is usually the superior option due to entry hazards.
Yawn- Great for phasing and it forces the opponent to either KO Vaproeon and be put to sleep, or switch out.
Heal Bell- Can be used if your team needs a cleric, but it´s much better on Pokemon like Blissey who have a bit more bulk in certain situations.
Usual CountersOne way to counter Vaporeon is to take advantage of its two weaknesses, Electric and Grass. Special sweepers like Zapdos, Jolteon, and Shaymin will absolutely terrify Vaporeon and force it to switch out, allowing them to freely set up or just attempt to go for the kill. Starmie is an excellent counter for Vaporeon, having access to Hydro Pump/Ice Beam/Thunderbolt which wrecks the Fire/Water/Grass core. Breloom is an excellent counter to Vaporeon, as it can come in and simply Spore Vaporeon and set up. CroCune with HP Electric and Rest can easily come in on Vaporeon, start setting up, and go for the kill. Vaporeon also hates to be Toxic´ed, as it essentially ruins Vaporeon´s amazing stalling potential. Blissey can easily come in and Toxic Vaporeon while either recovering all of the damage Vaporeon inflicts or switching out to remove the nasty effects of Burn/Toxic thanks to Aromatherapy. Ferrothorn can come in, absolutely wall Vapreon, and nail it with either Leech Seed or Power Whip (Ferrothorn hates to be burned though, so beware). For Baton Pass chains, Taunters like Gyarados make Vaporeon unable to pass out any boosts, but need to watch out for the nasty effects of Burn from Boiling Water.
OpinionVaporeon is an amazing Pokemon. While it has to compete with Jellicent as a role for a Bulky Water, Vaporeon still has it´s benefits as being the only Bulky Water able to give Wish Support. With the addition of Boiling Water, Vaporeon is able to wall physical sweepers to a much higher degree. This Eevolution will be hitting the metagame hard with its walling capabilities and support options.
